而雪兰莪健康关怀卡计划与中央政府的「一马诊所」的分別就是，「一马诊所」没有提供医生为病人看诊，但持有「关怀卡」的人民，则能在雪州各地1000间诊所看病，而州政府的指定诊所，也会有专业医生为病人提供基本医疗服务。
